What change do the women want?
The aim of the Framework is to engage with women to find out what change they would like to see. Workers often have their own ideas about what would make circumstances better for the women they work with, however unless they live in the community they are working in and experience similar challenges to the women engaged in the process, it is very likely that the women will have ideas that surprise even the most experienced worker.
Where workers are engaged in the process they should encourage the women to identify the change required, with limited worker input. The women may request information and more guidance to help them explore they issues and identify the change required this should only empower the group to make decisions.
One area that may require support is limiting the desired outcomes. Try to support the women to be specific. Having a long-term vision is important, but short-term outcomes will be more constructive and can be measured. It would be amazing to have a fit for purpose, well-maintained, semi-detached house for everyone who requires one, but this is not achievable in the shorter term and allows decision-makers (duty bearers) to dismiss the request as unattainable. Women need to ask themselves if their desired outcomes are achievable. If they are unrealistic they should not be dismissed, but short-term goals should be identified that reflect the long-term vision.
Who has a responsibility to enact change. (Duty Bearers)
Make sure you identify the Duty Bearers that can influence change. This might not always be who you think it is. Elected Representatives, such as Councillors may help you, but it may be council officers for example who will actually be responsible for the change you require. Duty Bearers could include;

Additional Duty Bearers may be those who have a responsibility to support women before, during and after change. This may be support workers, groupworkers and / or advocacy workers.
